What advice would you give a student looking to hire a teacher in your area of expertise?
Go to a teacher that can teach you how to use your voice the way you want. If you want to sing Opera find a great opera teacher. Same for musical theater, Country, POP, Jazz, Blues, Rock, Metal etc.
Find someone that knows how to teach you the techniques needed for your style of vocals
What questions should students think through before talking to teachers about their needs?
I think a student should think about what type of singing they enjoy. Do they want to perform in front of people? Do they want to improve at karaoke, sing in a band, perform at an open mic?
Think about the style of singing you actually want to do and then find a teacher that can get you on your way.
